Transit Oriented Development (TOD) Project in the Fruitvale District of Oakland California is proving itself to be one of the most important factors in the successful revitalization of the region.
Previously a lower economic rental housing area, the Fruitvale District was previously characterized by high crime, liquor stores and check cashing businesses, and rampant drug use. The primarily
Latino, Asian, and African American population of the area faced many problems. These included not just the difficulty of finding suitable housing but also substantial problems in finding suitable
jobs. Transportation issues played a key role in those problems. Although a BART station was present in the area it remained essentially isolated from mainstream Oakland due to
its minority population and the various problems that they were facing. In 1991, however, an event was to unfold that would ultimately serve as a wakeup call for
this region and its citizens. BART announced its plans to build a parking lot adjacent to the existing station. Because of the alarm that that announcement caused, the
community banded together and successfully implemented measures that would turn the region around in both an economic sense and a social sense. Those measures would frame what would become
known as the Transit Oriented Development Project and would ultimately result in a project known as the Fruitvale Transit Village. In effect Fruitvale was reconfigured not just into a
transportation hub for central Oakland but into a thriving community that features many beneficial additions. The project has been made possible by a unique blend of community, political, and
