some of the challenges it faces. FTC Overview - History and Enforcement Responsibilities The Federal Trade Commission (FTC) arose out of the wrangle over trusts and antitrusts that
"dominated the 1912 election" (Winerman, 2004). In 1914, Woodrow Wilson signed the Federal Trade Commission Act; the Clayton Act was passed in 1915; and the FTC "opened its doors
on March 16, 1915" (Winerman, 2004). The FTC is the successor of the Bureau of Corporations, a branch of the Commerce Department, which "had been created in 1930 at
Theodore Roosevelts request (Winerman, 2004). The FTC took over both the staff and the mission of the earlier bureau and both agencies, obviously, were designed to address some of
the inequities in business practices; they dealt with everything from export trade to the meat packing industry (Winerman, 2004). The FTC had more leeway than the Bureau of Corporations, and
could "bring administrative cases," as well as challenging "unfair methods of competition" under Section 5 of the FTC Act; it could also enforce the Clayton Act, which forbid "certain price
discriminations" and other questionable practices (Winerman, 2004). In 1918 the FTC lodged three complaints about deceptive advertising; the agencys powers "were soon supplemented with authority under other laws"
(Winerman, 2004). The agency administered "the Webb-Pomerene Act," which created "a limited antitrust exemption for export trade associations"; and as the country entered WWI, President Wilson "turned to the
Commission for advice about the wartime economy" (Winerman, 2004). The FTC determined "the manufacturing costs that the government used to set prices for wartime purchases" (Winerman, 2004).
