and public service. The primary factors which render federal and public organizations an attractive option for employers to many nationals is the suitability of working conditions as well as the
organizations sensitivity to the national culture and religion. Yet, Emiratisation policy in the private sector is practically non existent. Emiratisation refers to the replacement of the majority expatriate workforce with
UAE nationals ("Resources," 2001). The policy has been a dismal failure in the private sector and when comparing this to the public sector, there is some difference. First,
a brief description of the nation can be helpful to such an analysis. The United Arab Emirates is a nation that has become known in part due
to the oil crisis. It is an oil producing country that has held down production to keep a lot of spare capacity; UAE did this along with cohorts Saudi Arabia
and Kuwait as the twenty-first century began (Barro, 2000). However, UAE is one of many countries in the Middle East. While the nation has come a long way, one may
not say that it is yet fully developed. During the past two decades, young nationals throughout the GCC, have been virtually guaranteed high-paying public sector jobs or at
least they have been invited to participate in a family business ("Education," 2003). This has left the private sector primarily in the hands of expatriates and they make up more
than 80% (2003, p.PG) of the population of the United Arab Emirates. The UAE Governments Emiratisation plans have been created in order to offer national graduates an environment where
