the EU is often being cited, its structure may appear somewhat disjointed or confusing. However, it is comprised of several governing institutions that actually make up a workable system of
checks and balances. The relationship between the governing institutions of the European Union is unique as each is independent but has interdependency at the same time. The European Union (EU)
itself is somewhat unusual as it represents a relationship among fifteen democratic nations, with the function of creating a united Europe (Colombo, 1998). It is clearly more than an international
organization but is not a federation (1998). The European Union is, however, the worlds largest trading organization and represents more than 20% (Colombo, 1998, p.PG) of the worlds trade. The
European Community was the invention of Jean Monnet of France (1998). It began as the European Coal and Steel Community (ECSC) in 1951 (1998). In 1957, the same six countries
formed the European Economic Community (EEC), and created a common market for all sectors of the economy (1998). In 1967, the institutions of the ECSC, Euratom and the EEC
merged and more countries joined (1998). The Europe 1992 project created a single entity and was part of the Single European Act, which was initiated in 1987 (1998). The Maastricht
Treaty on European Union was signed in 1992 and was effective in November 1993 (1998). It served to integrate all previous European Community structures (1998). The European Union is composed
