goes hand in hand with a number of ethical considerations. One of the first of these considerations is the fact that program funding, whether that funding is private or
governmental, must be justified. The primary means of making this justification is determining whether or not the program is meeting its intended goals. With effective program evaluation, however,
even inadequate programs can be modified in many cases so that they ultimately do meet these goals. Program evaluation then is not necessarily the final curtain for ineffective programs.
Instead, it is often the key to modifying these programs so that they are effective. Program evaluation also allows accountability. Maintaining a high ethical standard when completing
program evaluations is therefore critical from a number of perspectives. One of the primary ethical considerations in program evaluation is objectivity. In
order to most effectively evaluate a program, the evaluator should not have a stake in program outcome. In other words, anyone that is benefiting in some manner from a
program or anyone that is actually being adversely impacted by that program would not make the most suitable evaluator. Consequently, program evaluation is often contracted to outside entities.
While program goals and the subsequent evaluation of whether or not a program has met those goals can be designed to insure credibility regardless of who is assessing the program
in relation to its meeting its goals, it is good ethical practice to have program evaluation conducted by someone without a vested interest in the outcome.
