"Chunnel" as some call it has gone from a conceptual plan to a reality (Lennon, 1993). The development of the Channel Tunnel has been touted as the most ambitious
civil engineering project in European history (OConnor, 1993), and with this notoriety also came significant engineering and construction issues in unprecedented numbers. At the onset of development, many
skeptics did not even believe that this landmark engineering project would even be brought to fruition. The $13 billion dollar project incorporated the creation of over 150 kilometers of
underwater tunnels, three arteries of 50 kilometers each, and the development of underwater rail systems connecting London to Paris (OConnor, 1993). The planning, development and construction of the tunnel
has been paid for by the owner, Eurotunnel, an Anglo-French corporation and was directed by the builder-contractor, Transmanche-Link (TML), which is a consortium of 10 major construction companies (Gannon, 199).
One of the major issues in the planning, development and construction of the tunnel was the fact that 23.7 miles of the 32.2 mile tunnel would run underneath
the seabed, and engineers were faced not only with the inherent problems in this kind of tunnel construction, but also had to consider design elements, including the creation of an
"escape tunnel" within the construction process (Gannon, 1990). During the process of development from the conceptualization of the tunnel to the start of construction processes, a number of major
design problems came into focus as well as engineering issues and constant environmental concerns (Free, 1986). Not only is the "Chunnel", or Eurotunnel, the most expensive infrastructure project that
