Fife and Dundee by connecting to both the main Edinburgh to Glasgow line and the Edinburgh to Fifth line (EARL Project, 2007). It was projected that this would connect 3.2
million people to the airport, equivalent to 64% of the population (EARL, 2007). The ability to connect direct to a major transportation
hub, Edinburgh airport, utilizing the railway network would have the objective of providing a much higher quality public transportation service, as well as support increase business for the airport. Due
to the nature of the project, and the large undertakings required it was necessary for this project to be supported by a parliamentary bill which went through parliament in 2005
(Edinburgh Airport Rail Link Bill Draft Bill, 2005). The initial budget for the project was expected to cost between ?550 and ?650 million, with the development including a number
of construction projects to build tunnels and railway cuttings, including a tunnel under the main terminal and runway (EARL Project, 2007). Before the final project was determined a feasibility study
took place to identify the various options that were available for the building of this rail link, in a study that looked at the feasibility of railway links for both
Edinburgh and Glasgow airports (Sinclair Knight Merz, 2003). This report not only identifies potential routes, but also looks at the issues, including the ongoing uncertainty regarding some issues of
responsibility and funding for the scheme as a result of the transfer of assets from the defunct Railtrack PLC to Network Rail in a role of the Strategic Rail Authority
