unfair. After being dragged to the United States on large boats, black people have only been given their freedom in this country for about half of its existence. It has
taken decades for some African Americans to make it into the middle classes, and even then, he is discriminated against as residents angrily protest his entry into white middle class
America. Due to the nature of the Africans introduction to America it is not surprising that he has not enjoyed the American dream for very long. Those who do are
aberrations anyway. Largely, blacks are the ones who suffer most in the urban areas plagued with poverty. They are the ones who remain on welfare, a supposedly temporary measure implemented
by President Roosevelt in the thirties. Interestingly, the New Deal was not initially designed to help black people. The New Deal involved many other programs in addition to Welfare, but
because prejudice was still rampant in the South, three fifths of black workers were excluded from social security and unemployment programs (Quadagno). The only thing they had access to was
welfare. However, they were only covered by a means tested welfare program where local welfare authorities determined benefit levels and set eligibility requirements (Quadagno). The results were not surprising. Most
of the southern states black families received lower benefits than white families and many received no benefits at all, no matter how poor they were (Quadagno). Prejudice persisted and
in the face of blatant discrimination in education and employment, African Americans suffered through poor economic conditions. Even in good times, black people had a hard time. They remained in
