The incentive is able to create ties at numerous levels, which are barriers to war (Cecchini, 1992). The development of the European Union into a single market has many implications
for the future, both economic and political. It may be argued that the original, if ambitious intent, of the European Union was the creation of a single market. The
integration of Europe was started many years ago with the end of the Second World War. Winston Churchill foresaw a United States of Europe, which was later to become more
of a reality with the treaty of Rome. Since that date the institution of Europe has grown and developed for a simple trading agreement between 5 countries to a political
ideal with an ever increasing number of member (Pace, 1999). Many treaties have resulted from this growth and evolution of a political
association, for example the treaty of Paris, and perhaps most significantly the Maastricht treaty. Arguably this is the agreement which is both most well known and has had the greatest
impact on the community. The Maastricht treaty laid down many of the integration requirements and targets for a fully integrated society across the union. This integration called for economic union,
evidenced by a single European currency and a European Central Bank, and common social policies, such as employment laws, such as the requirement for workers councils (Lockton, 1997). This treaty
fell short of other social requirements such pensions provision and levels of state benefits, however it did have an effect on even this, for example in Great Britain paternity leave
