system that has existed for many years. This is a system that is known to exist, but governments often hide the fact. It is something that has been built through a liaison between several western nations. Project Echelon is actually something that came about as a classified pact between Canada, Great Britain, the United States, Australia and New Zealand (Bedan, 2007). There is actually an agreement made that dates back to 1947 in respect to information sharing between a number of countries ("NSA Watch: Echelon FAQ," n.d.). However, Echelon specifically only dates back to 1971 ("NSA Watch: Echelon FAQ," n.d.). The treatys signatories all worked together to create the intricate system (Bedan, 2007). In other words, this project was created by all of these nations as a joint effort. It was a joint effort between various intelligence agencies that are associated with the five countries. The following is explained in respect to how Echelon operates: "While the United States National Security Agency (NSA) takes the lead, ECHELON works in conjunction with other intelligence agencies, including the Australian Defence Signals Directorate (DSD). It is believed that ECHELON also works with Britains Government Communications Headquarters (GCHQ) and the agencies of other allies of the United States, pursuant to various treaties" ("NSA Watch: Echelon FAQ," n.d.). It is easy to see that well-known global intelligence agencies are involved in the project. When reading different pieces of information about Echelon, it becomes clear that there are discrepancies in terms of the locales. Bedan (2007) of example, claims that there are as many as twenty locations. Other authors have named a number of locations that are in some agreement with what has been discussed, but there are differences.
