by K. Von Huben 11/2010 Please Introduction There are a number of programs in the criminal
justice system, some designed to help inmates, others to keep track of them. This paper discusses a program called "Effective Practices for Community Supervision Training" or EPICS. Discussion The Effective
Practices for Community Supervision Training (EPICS) program was developed at the University of Cincinnati, by criminal justice researchers who were looking for a way to strengthen the relationship between offenders
and their parole and probation officers, so that the former would be able to stay on track toward a better future and not backslide into crime (EurekAlert). The program is
aimed at changing the offenders thinking in order to change their action; a behavior modification program, in other words (EurekAlert). This is a solid and recognized psychological technique, but psychology
and psychiatry and other "soft" approaches are currently out of favor: the idea of rehabilitation has been abandoned, in the wake of 9/11, for one of unending punishment. This vigilante
mindset has led to such excesses as the "three strikes laws" that have filled our prisons to overflowing with people serving long sentences for minor crimes. The result is that
offenders are released into the community years older with no marketable skills, since those programs are "soft on crime" as well; that they often feel they have no choice but
