sciences have made invaluable contributions to the mental health care delivery. Mental health, after all, is just as much the product of biology and sociology as it psychology.
We know, for example, that physiological processes can affect mental health in a diversity of ways. So too can an individuals interaction with others. Each of these factors
are important in determining how we meet the needs of our mental health clients. Unfortunately, our present delivery mechanism is more often characterized by fragmentation and inefficiency than it
is by success. Mental health patients are too often confronted by stigma and limitation rather than encouragement and enablement. Our focus should be on instilling the core goals
of hope, choice, responsibility, place in community, and partnership but this is difficult to do in a system funded by private insurance. In
2003 the Presidents New Freedom Commission released a report calling for the transformation of mental health services away from the fragmented service delivery and the stigma and limitations inherent in
a system funded by private insurance and towards a more recovery-based focus. The Commission specified that the goal should be to promote recovery and to "replace unnecessary institutional care
with efficient, effective community service that people can count on" (New Freedom Commission, 2003). Recovery focus themes include stigma reduction, the development of services for particular client populations,
the incorporation and use of new technology, workforce training, and the improvement of performance measures and research outcomes. These goals, of course, stem more from the social and
psychological sciences than they do from the biological sciences. At the same time, however, we must continue to broaden our awareness of the biological basis for some mental illness
