It can be contended that it is often difficult to restore legitimate and effective state authority in the wake of humanitarian intervention. The political and social
turmoil that a restored state authority is confronted with is almost overwhelming. Most frequently, the economy has all but collapsed. Foreign and domestic confidence is at an all-time
low as are currencies, share markets, and real estate prices. Severe recessions have fueled political and social turmoil and, as a consequence, the people are on the verge of
rioting and other types of expressions of discontent. People from compromised nations protest corrupt politicians and far-from democratic government. Humanitarian aid has often compounded these problems as much
as addressed them. Consider, for example, the problems that we have seen unfold in Afghanistan. Because fragile states like Afghanistan have a
proven record of becoming bases for terrorist groups, humanitarian aid takes on a life of its own. The United States in this particular example, must consequently must craft a
strategic nation-building program which encompasses economic and social development as well as democracy and human rights promotion if we are to hope to restore an effective government in such countries.
While military action is an important part of the fight to overcome terrorism, just as important is our domestic intervention to instill stability (M2 PressWIRE, 2001). This is
the only means available to us, in fact, to achieve long-term security on a world-wide basis (M2 PressWIRE, 2001). At the same time, however, our humanitarian efforts in such
