of building up new structures following a totalitarian regime (OECD, 1995). The general opinion of the workers has been that the unions are able to play a positive role as
mediator, protecting. The renewal of democracy has seen the development of a system of collective bargaining to be developed which has undergone change but has provided a vehicle though which
the voices of the citizens could be heard after a period of communism where unions had little real power (Stasek, 2005; OECD, 1995). The system has also developed as a
tripartite system with consultations also involving citizens organizations (Stasek, 2005; OECD, 1995).. The current structure sees two large trade union confederations as well as other smaller associations and unions.
The largest and most powerful body is CMKOS (Czech-Moravian Confederation of Trade Unions). The CMKOS, an independent voluntary association of unions unites a total of 31 branch trade unions with
the principle aim of protecting the work related interests of employees. There independent trade unions have only marginal power as they make up only about 10% of union members. The
largest of the representatives in this group is KUK (Confederation of Art and Culture). Both of these confederations are eligible to take part in delegation of the trade unions that
take part in the tripartite system (Stasek, 2005). There has been a shift in the way that the trade unions are operating, since 1998 there have been a movement
within the trade unions seeking to enhance their bargaining power by favoring collective bargaining over the tripartite system (Stasek, 2005). This has also coincided with a fall in the overall
power of the unions. Since the Velvet Revolution in 1989 there has been a general decline in union membership (Stasek, 2005). Prior to 1989 the majority of workers were members
