People are generally responsible for their actions, but in some cases, events and the responsibility for them, are questionable. There are different types of homicide. Vehicular homicide usually involves driving a car and people who get behind the wheel while drunk do not get a pass. The fact that they were inebriated and beyond all reason does not give them an out. They are responsible for the deaths of individuals if in fact they mow them down, no matter what their conscious state. People should be responsible for the harm they do, but often, the punishment or charge goes to intent. For instance, criminally negligent homicide is a lesser charge than manslaughter. The former may involve an act for which one is not aware at the time. It is due to negligence that a death occurred at all and the individual does not even have to be present at the scene to be charged. Manslaughter--no matter which degree is charged--involves knowingly causing the death of an individual, but it does not include premeditation. Rather, an impulsive act or a bar fight, where one should have known better, might have caused the death of another. A punch may have landed the wrong way. Still, a manslaughter charge may be waged and the perpetrator would be charged with a crime. Premeditation, which would involve a murder charge, also involves knowingly causing the death of another human being. The premeditation might have occurred five minutes, or five years, prior to the incident.
