and what is particularly divisive is the fact that Democrats want to provide universal drug coverage whereas Republicans want insurers to be a part of the scenario (2003). Although that
is the simplified version of the situation, experts claim that there are more dangerous signs that suggest such a plan will not work, and that no drug policy is better
that something that will fail (2003). They contend that the problems with the Medicare prescription drug policy is similar to the problems that were inherent in the Clinton era health
care proposal (2003). As many remember, Bill Clinton promised universal health care during his initial election campaign, something that never materialized. Some negotiators wanted to add a "means test"
where wealthy individuals might pay a higher amount for medication (Lockhead, 2003). In fact, a large part of the overall Medicare debate, and in fact debates about all social
programs, is whether or not they are entitlements or are meant for those in need. The general idea that people have is that because they pay a particular tax just
for this purpose, they should be able to get something back, irrespective of income bracket or general wealth. One would think that a means test would be supported by
Democrats but that is far from the case. The article points out that Medicare is embraced by Democrats as an entitlement (2003). It is the spirit of the Medicare program
that is at issue. Many remember Al Gores "lock box" as an illustration for the idea that Social Security should not be touched. Is Medicare something that all should
