unjust. Thoreau is just one notable figure from history that emphasized the importance of the tactic of non-violent protest as a means of changing society. Henry David Thoreau
contended that it was not only a citizens right to utilize civil disobedience but it was actually their duty to do so. This is not an obligation that is
relegated to the past but one that is perhaps even more critical today that at any other time in history. Although the concept
of civil disobedience has been utilized at various times throughout history, Thoreau was the first to put a name on the concept with his 1849 publication of "Civil Disobedience".
This work encouraged resistance to government and policies through the simple act of not being obedient in terms of laws and policies that are unjust. He promoted peaceful resistance
as a healthy means of instituting change. Thoreau saw many wrongs in a government that used its power to instill laws
and policies that were not acceptable to those that were governed. He wrote that "government is best which governs least . . . For government is an expedient by
which men would fain succeed in letting one another alone; and, as has been said, when it is most expedient, the governed are most let alone by it" (Thoreau, 2000,
