in the larger economy, one must realize that construction offers a great deal of seasonal work and employment that is either temporary or part time. Many construction workers are routinely
laid off after a job is completed, particularly in the Northeast where weather changes frequently. Thus, although the unemployment rate may appear high, in areas where construction is booming, it
is difficult to find skilled workers. The labor shortage in construction is actually a sign of good times (Belton & Armour, 1999). The economy is so good that the
industrys work force has simply not been able to keep pace with the supply of construction opportunities (Burn, 1999). Also, many labor-intensive industries, such as construction and
restaurant work, have been fighting a losing battle to compete against other more glamorous and lucrative career choices (1999). Today, there is much more opportunity for high school graduates than
ever before. Further, colleges are opening more doors so that those who may not have met their criteria in the past are allowed to attend on probation. In addition, there
are many small schools teaching trades related to the lucrative computer industry. Thus, in some ways, advances in technology have hurt construction. People who might otherwise have used a hammer
