Planning: Dear Sir: I write with a sense of urgency to ask you to consider the effects of current Chinese policies on the nations population, especially the women and
children. First, though, respect must be paid to Chinas past and the efforts of previous leaders to help the people. As you know, at the beginning of the 20th century,
a large population was considered an asset, but it soon grew so large that it threatened the economic health of the nation.1 It became necessary to institute a nation-wide birth
control program, and in 1973, Chairman Mao himself was "personally identified with the family planning movement, signifying a greater leadership commitment to controlled population growth than ever before."2 Although there
are problems to solve, we should remember that when the Communists took over, the economy was in ruins, the nation demoralized, and the infant mortality rate was at or about
25%.3 The only solution to the massive problems was sweeping social reform, which Mao instituted, and for which the nation owes him a debt of gratitude.4 Among other things, Mao
instituted the single-child policy. While his reasons for doing so are understandable, it has created problems, especially for women and female children, who may be "aborted, abandoned or unregistered."5 Dear
