ivory. If they failed, they were mutilated or murdered. Some reports suggest Leopold killed approximately 10 million Congolese. However, the missionaries stationed in central Africa, many of them American, began
to hear stories of Leopolds exploitation and his atrocities came to light. In 1903, journalist Edmund Morel helped write a report to the British Parliament in 1903 damning Leopold and
his violent methods. This report sparked awareness on an international level, prompting forces to overthrow Leopolds control of the Congo to the Belgian Parliament. In his book, King Leopolds Ghost
by Adam Hochschild, the author believes the work of the Congo Reform Movement helped convey a language of international human rights that would later be used by liberating associations like
Amnesty International and the American Civil Liberties Union. Individuals like George Washington Williams, an American Civil War veteran, Roger Casement, an Irish store clerk, and William
Sheppard, a Presbyterian missionary, were instrumental in igniting the Congo Reform Movement. In fact, Williams traveled to the Congo Free State to give Leopold a letter describing the pain and
suffering he was causing his people. This letter not only helped sway the public opinion of Leopolds regime, but it also helped promote awareness of the atrocities occurring in these
compounds. Like Williams, Sheppard spent 20 years in and around the Congo Free State meticulously detailing some of Leopolds atrocities against the Congolese people. After constant chatter about what was
going on in the Congo Free State, the British government commissioned Casement to investigate any human rights violations that may be occurring in the compounds. In 1904, he eventually wrote
the Casement Report, which meticulously detailed eyewitness reports of abuse, neglect and cruelty by Leopold. With Morels help, these observers helped form the Congo Reform Association, which demanded action against
