If we start with the assumption this is a small production company which needs to sell the goods. The staff are all paid in a similar way, this reflects the current market conditions. The wages are pegged at the middle to lower middle market level. There is unemployment and many of the jobs undertaken may be given to those without special skills who can be trained. The demand for jobs is larger than the supply and as such this is keeping the wages levels low. If the unemployment reduces to a full employment situation then the demand for jobs will drop and it is possible the supply, and the demand for employees may then outstrip the demand, this will then necessitate increased wages to keep existing staff as well as attract others. The company is also are of the costs associated with recruitment and the benefits that ate gained though loyalty so as well as the direct benefits there are also a range of additional benefits that are provided. We can argue that the additional benefits are based on the model of social man. The first issue the employer was likely to have considered was how to use the money that was to provide additional benefits rather than just give a pay rise to the required employees and be competitive in terms of actual salary.
