choices outside of school boundaries (Virgilio, 2009). While the sentiment is clearly positive, whether or not it works or favors certain populations is unclear. It is known that it is
a model that is not adequately funded and also competes with other vendors that do not have the best interests of the children at heart.
II. The WIC Reauthorization Act Many people are familiar with WIC today, and the requirements that school systems provide nutritional guidance in their cafeterias, but the history of
this policy goes back much further than many people imagine. During the 1890s, it was acknowledged that feeding the children on school grounds was important (Brown, 2002). Obviously, the children
would sit and learn for quite some time, and they needed nourishment before they could return to their homes. Yet, it was not until 1946 that a school lunch law
would be recognized (Brown, 2002). Brown (2002) reports on the law: "The language of the law recognized the importance of safeguarding the health and well-being of the nations children as
an aspect of national security" (p. 1693). Today, people discuss nutrition quite differently as much more is known about the detriments of high fat foods and so forth. Fast
forward to 2009 and the 2004 WIC policy is being discussed. The reason for the various changes are tied to changes in knowledge but also due to the obesity epidemic
