sector and those in the private. David Waldo, a leading expert in American public administration, has observed that the "separation of public and private has been one of the defining
feature of the modern world"; however, Waldo also cautions that there is a movement away from a "sharp distinction between public and private," a blurring of the lines of demarcation
between these two major aspects of civilization and a distinct mingling of the two types of organizations (Gortner, Mahler and Nicholson 17). At the local level of government, lines between
public and private have begun to disappear due to "government-by-contract" and by grants (Gortner, Mahler and Nicholson 17). This blurring has resulted in new organizational forms and liaisons forming within
public sector organizations. Before examining this phenomena more closely, however, it is appropriate to look at how the public sector is defined according to the classical model. There are fundamental
differences between organizations in the private and the public sector. Basically, these differences concern issues of empowerment and accountability. First of all, it is the business of public bureaus "to
administer the law" (Gortner, Mahler and Nicholson 19). Secondly, public bureaus are "Openly accountable to everyone" (Gortner, Mahler and Nicholson 22). The "public manager must accomplish objectives set by
others with resources that are often determined by still others and must do so within a general organizational framework established by law and interpreted by political appointees" (Gortner, Mahler and
Nicholson 27). To say the least, this can be problematic, making policy formulation quite complex (Ripley and Franklin 7). This problem has given rise to the phenomena of new
