roles as well as missions allocations in addition to the development of a more adaptable system to create assignments (1995). During the mid-1990s, White (1995) remarked that the DoD
has to change in order to respond to an increasingly uncertain environment. That is of course an observation made before 9/11. Yet, it is important to acknowledge that the environment
changed very much between the end of the Cold War and the events of 9/11 and this does have an impact on the Department of Defense. However, it is the
chasm of time named that is responsible for the creation of present national security plans and policies. It is during this time that the nation had undergone a transition. In
some way, the guard of the military was let down. Some have blamed that on the Clinton era. Still, while the idea that the environment is changing is important, specifics
are necessary to fully evaluate the status quo. Rhetoric is plentiful, but how might the changing international security environment affect the United States power and security position? Many questions linger.
Since the cold war has ended, many thought that it was the end of security fears, but nothing could be further from the truth. It seems that Russia was the
devil we knew and today, unknown factions are cropping up willing to wage terror to suit their own religious agenda. The climate is suddenly different. However, since the early part
