rising leading to larger and longer lived popualtion. Other changes are also occurring, the family structure is changing; the level of single person households has increased, divorce is creating a
larger number of single parent families and the need to travel to find work is also decreasing local family support. The third
main factor is the way in which migration is occurring. In 2004 10 more countries entered the EU, already there is a pattern of migration away from the poorer
areas into the UK and Ireland, the only countries that are currently not placing restrictions on migration from new member states. Eventually all member states will have to accept these
migrants. Migration is not only international, but also national and local, people moving for jobs or to find affordable housing. This also lessens extended family support.
These factors are all altering the structure of societies across Europe, in relationship to this social policies will have to face numerous challenges and the needs
of the population change and different needs or different levels of needs have to be met. To loom at these challenges we first need to consider what is meant by
social policy and how they manifest, and then consider the way challenges may manifest and differ in a variety of EU countries.
Social policy is a broad ranging topic, some commentators will argue that this should only be concerned with malfunctions of the way in which society operates, predominantly on an economic
