definition of social policy, however, in the broadest sense Hill (1996) defines this as "the role of the state in relation to the welfare of its citizens" (page 3). This
can manifest in a number of ways; from the provision of the welfare state in different types of benefits, to the social policies and the way in which social issues
are dealt with at a non-financial level. There are many influences on social policy, aspects such as the performance of the economy will reflect on social policy but may
also be a result of social policies in a symbiotic relationship. Other influences may not have such a closer reliant relationship; one major influence has to be the changing demographics
of the population. In Europe there is an increasing aging population, there are also changes in the family structures and groups as well as changing migration patterns. In an ideal
world all needs will be met regardless of the changes, however, in reality this calls for increases in some resources and changes in the way they may be provided which
will all have an opportunity cost attached. In addition to this the source of the resources, whether financial practical or other provisions come from a finite reserve which means budgets
and provisions need to be balanced and not all needs can be met and Europe sees different countries adopting different priorities (Warin and Hennessy, 2003). Different countries may see
differing needs but also will reflect different attitudes towards social policy. These will often have evolved over time as a result of social expectation and the way the democratic process
