is no rationing. Rather, supply and demand must be the driver and capitalism must be the system under which it resides. This is because the criteria are inextricably linked with a capitalist system. That is, in order to have a system that is flexible and provides choice, and does not ration, one must have a private system. Socialized medicine is inherently laced with quite the opposite specifications. Many socialized systems are not flexible. Rather, dictums are set in stone. There are many rules and regulations as is key in a bureaucratic model. When government gets involved, it is most likely that it will be an intricate web of bureaucracy. Similarly, most socialized systems are associated with less choice. Todays HMOs for example are considered to be a form of medicine that is heading in the direction of socialized medicine. At least, that is what critics say. Inherent in that system is the idea that there is less choice and more restrictions. People cannot just go to the doctors they like. They must choose a doctor on a list. They must call administrators if they go to the hospital for approval. Each and every decision is overseen by the administration attached to the health care plan. Yet, the HMO does not engage in rationing, but contemporary models of socialized medicine do see waiting lines for surgeries, something that is never an issue in a nation that supports the free market. In evaluating socialized health care in this manner, it seems as if it will not work. Of course, there are arguments on both sides of the issue as some vie for a system that is more restricted, but less costly.
