Relationships between the US and the entity that was once recognized as the Soviet Union have experienced various highs and lows over the history of our country.
These relationships have been particularly tested over interactions in the Middle East. Presidential doctrine has, on more than one occasion, provided focus and clarification that extended well beyond
the point of its inception. During his presidential term Jimmy Carter, for example, clearly enunciated to the Soviets that the Persian Gulf is of vital interest to the US
and that we were willing to fight to protect that interest. During a 1980 State of the Union Address Carter proclaimed "Let our position be absolutely clear: An attempt
by any outside force to gain control of the Persian Gulf region will be regarded as an assault on the vital interests of the United States of America, and such
an assault will be repelled by any means necessary, including military force" (Carter, 1980). That proclamation ultimately became known as the Carter Doctrine and served not just to guide
us in our actions at that particular point in time but to guide us in our actions today as well. To
