Guards Union, better known as the California Correctional Peace Officers Association (CCPOA). The nations largest state has the third largest penal system that incarcerates more than 161,000 prisoners at
a cost of $5.7 billion (California Correctional Peace Officers Association, 2004). It has steadily grown in prestige influence to become one of Californias "most powerful political forces" (California Correctional
Peace Officers Association, 2004). The prison guards union secures its position by constantly reminding residents of the many corrections issues plaguing the state and how an aggressive stance is
necessary to ensure citizen safety (California Correctional Peace Officers Association, 2004). It actively promotes a hard-line approach that relies heavily upon hiring law enforcement officials at annually increasing rates,
competitive wages, and impressive employment benefits/security. The unions written list of objectives reads as follows in its mission statement: * Provide high quality legal representation to CCPOAs correctional peace
officer members who are on the "front lines" of a difficult and dangerous profession; * Aggressively address both violations of law and the constitutional rights afforded to correctional peace officers;
* Support CCPOAs role as the exclusive representative for the California State Bargaining Unit 6 in areas of collective bargaining involving the terms and conditions of employment, including representation of
CCPOA in arbitration disputes arising from the collective bargaining unit agreement; * Zealously defend CCPOAs correctional peace officer members who stand accused of misconduct resulting from the challenges of working
