fingerprints all over everything. It would be a wonderful cartoon agency, if it werent for the fact that its bungling does a great deal of damage. This paper concentrates on
the agencys covert operations in Nicaragua and Iran during the Iran-Contra affair. Discussion One might be justified in asking why, if the CIA is so poor at covert operations, it
continues to use them. The answer seems to be that force, which the U.S. has used since the end of WWII, hasnt been a successful foreign policy.1 It has resulted
in having American embassies around the world built like fortresses and guarded by Marines; in fact, it has produced, not a friendlier world, but enemies, "in endless supply."2 Even so,
covert action in the 1960s and 1970s "became virtually synonymous with one of its instruments: paramilitary operations," and unfortunately the single operation with which it is most closely identified is
the Bay of Pigs, which was an unmitigated disaster.3 It may have been this failure that led to a reduction in these types of missions; in addition, Jimmy Carters foreign
policy was based on the idea that reason, not military might, was the way to reach others. When Reagan was elected, however, covert operations again came to the forefront, so
