grow very disconcerted. The following paper argues against Brooks claims. The Bursting Point by David Brooks Brooks begins with a look
at 9/11 wherein he states the following: "On Sept. 11, Rudy Giuliani took control. The government response was quick and decisive. The rich and poor suffered alike. Americans had been
hit, but felt united and strong. Public confidence in institutions surged" (Brooks, 2005). First and foremost, 9/11 was chaos. It was also
very limited, in relationship to Katrina, and there were not many wounded. It can well be assumed that the majority of the people who were killed were not "poor" for
it was one of the most important financial institutions in the nation. And, as for Giuliannis wondrous actions, many have since argued that he did little, if anything. Giulianni has
been shown to have been far less involved or effective as noted by Brooks during 9/11. One author quotes a firefighter from 9/11 who states, "Hes misleading voters and distorting
the truth. He didnt prepare the first responders for a terrorist attack. The Office of Emergency Management was a joke that day. There was a lack of communication. People died
unnecessarily" (Amato, 2007). Brooks moves on to note that, "The first rule of the social fabric - that in times of crisis
you protect the vulnerable - was trampled" as it related to Katrina and all the victims (Brooks, 2005). This is a false reality and Katrina was surely not the first
