budget, it results from a specific and orchestrated process well known in Washington. It
progresses according to a firm calendar schedule gleaned from established protocol, much of
which is dictated by law. The paper discusses the budget crisis of 1995-1996 that finally led to
the 1997 Balanced Budget Act, with observations on the inability of either the executive or
legislative branches of fully overriding the wishes of the other. Includes a discussion of
