to answer to federal and state mandates, but also to a board of elected officials. Districts are then faced with tough decisions in respect to programs and how much to
pay staff members. To top off the number of people involved in making these decisions, the administration has to deal with the unions to which the teachers belong. It makes
for a complicated way of doing business. Of course, that is bureaucracy. Public schools have been challenged of late. The school voucher controversy erupted in the past decade or so
because people wanted failing schools to give some student vouchers so they could go elsewhere and get a better education. They could go to private school on the publics dime.
This to some was a ridiculous way to handle a public school crises. It was also tantamount to giving up. Yet, Broward County Schools in Florida is one district that
has successfully used this system. Broward is a County that has endured a number of problems but integration is considerably high today. Hence, diversity and dealing with a changing population
seems to be at the crux of this districts dilemmas. To top that off, some of the teachers were charged with crimes of late and the board is reconsidering their
recruitment and evaluation process. With all of these things occurring, Broward has made strides and is considered a good school district in Florida. That said, Florida as a state has
not fared well in education. It does not have the long and solid history as do the Northeast states. Still, Florida schools are trying to make things better and Broward
County is one of the best districts in terms of progress. II. A History of Education in the State of Florida Just like any other state
