again. The first 10 amendments to the Constitution are what is known as the Bill of Rights (The Bill of Rights,
2002). "On September 25, 1789, the First Congress of the United States proposed to the state legislatures 12 amendments to the Constitution that met arguments most frequently advanced against
it" (The Bill of Rights, 2002). The first two amendments which were proposed were not ratified, as these dealt with "the number of constituents for each Representative and the
compensation of Congressmen" (The Bill of Rights, 2002). That is how we have arrived at 10 amendments (The Bill of Rights, 2002). As Thomas Jefferson said, "A bill
of rights is what the people are entitled to against every government on earth, general or particular, and what no just government should refuse" (A Brief History of the Bill
of Rights, 2002). It was in 1787 that the Constitution of the United States began to be drafted (A Brief History
of the Bill of Rights, 2002). This was in Philadelphia and representatives from all 13 states convened here for this purpose (A Brief History of the Bill of Rights,
2002). It is the Constitution which is the foundation of our country, as this document establishes "a system of checks and balances that included a strong executive branch, a
representative legislature and a federal judiciary" (A Brief History of the Bill of Rights, 2002). As wonderful as the Constitution was, it became readily apparent that it was
