paper discusses the rise and fall of the infamous Berlin Wall. Discussion The Berlin Wall was built not to keep people out, but to keep them in. From the end
of the Second World War onward, Germans living in what had become Communist East Germany (the German Democratic Republic, or GDR) grew increasingly dissatisfied with political and economic conditions of
life under the Soviet system (Kirste). And that dissatisfaction led to an increasing number of East Germans leaving the country and making their way across the border into the West
(Kirste). The situation became critical in 1961, when an estimated 160,000 refugees made the leap for freedom (Kirste). The constant influx of people was exacerbating an already tense political situation
(Kirste). In November 1958, Khrushchev demanded that the western powers leave West Berlin and allow it to become a "free city within six months" (Kirste). (Recall that at the end
of WWII, West Berlin was occupied by four countries: France, Britain, Russia and the U.S.). Khrushchev wanted all other troops out. He followed the first ultimatum with a second threat
in February 1959, when he talked of "settling a separate peace treaty between the USSR and the GDR" (Kirste). Although President Kennedy met with Khrushchev in 1961 in Vienna, there
was no "noticeable results" as a result of the conference (Kirste). The measures that the government of the GDR were enforcing were mainly to prevent people from leaving the country,
