so on. One industry has proven resistant to changes, however, and still bases its operations on a primarily paper-based model of doing things: the medical field. Primarily because of security
concerns, hospitals still largely keep patient and administrative records on paper, in expansive filing databases that are increasingly costly to maintain and difficult to manage. The emergence of electronic medical
records represents a strategic initiative to update hospital record keeping for the 21st century, and reduce the cost and operational efficiency of health care in the process. To be certain,
the importance of electronic medical records has caught the attention of many. The increasing cost of health care in the United States was one of the major talking points of
the 2008 presidential elections. It is little surprise then, that Obamas administration has placed some emphasis on curtailing health care costs at the operational level, and also qualitatively improving the
level of health care available in the country (Robinson, 2010). Much of that emphasis has been placed on electronic medical records, highlighting the capacity for such a change to have
a sweeping impact throughout the industry. For example, in the 2009 "American Recovery and Reinvestment Act", some 20 billion dollars were spent on implementing technological solutions to hospital management, including
