(BBC, 2005). As a public body without shareholders and a broad remit and funded by public fees the organisation is one that should, in principle, take a stakeholder approach. The
World Service is a section of the radio broadcasting undertaken by the BBC, which started in 1932 (Chapman, 2006), broadcasting in a range of languages across the globe. The
services is seen as a reliable news service that prides itself on integrity and accuracy, a service for expatriates and travellers as well the global public it is promoted as
a public service. In 2006 it has also announced plans for an Arabic television station to be launched in the Middle East, the first television station for the World Service.
However, if we take a stakeholder view, it ca be argued no group of stakeholders can talk for another and what may be seen as news and fact by
one faction may be seen as propaganda by another. As such, if the World Service is seeking to maintain a stakeholder approach in the global as well as national arena
then there has to be a broad consideration of what the perspective of the stakeholders are. To consoler this we will first define what we mean by a stakeholder approach
and then consider he BBC in conjunction with Herman and Chomsky ideas. The origins of a stakeholder approach can be traced back to the use of the term stakeholder
