Political ideologies are as diverse as individuals themselves. There are, however, certain basic categories of political organization that are particularly worthy of discussion. Democratic verses
autocratic governmental organization is of particular interest. These categories are defined by the relative power that government leaders have and by the mechanisms for citizen participation in government that
exist, mechanisms such as relative participation in election, political parties, and interest groups. The intent of this paper is to outline the basic features of the autocratic verses the
democratic state, to assess issue of legitimacy and authority in those categories, and to describe and analyze the policy-making apparatus of the modern states that represent those ideologies.
Governmental systems evolve both according to place and according to time. This is true for democracies but it is particularly true for
non-democratic states. The absolutist state of the eighteenth century and the totalitarian state of the twentieth century are excellent examples of this evolution. While there are many similarities
between an absolute and a totalitarian government, there are also significant differences. The same could be said of the similarities and differences that exist between these two governmental styles
and the autocratic government style. Fortunately, there are few truly autocratic states still in existence. Perhaps the easiest example of
a recent autocratic state would be Germany under Hitler. An autocratic state is a state where one individual holds all of the power and there is little opportunity if
