paper attempts to answer the question of whether or not there is a connection between quality and culture. It also answers a separate question about the U.S. Army. Discussion Well
take the Army first. Quality awareness in the Army: The Army, like the rest of the armed forces, is not precisely like any other organization on earth. Soldiers are not
"hired" nor are they free to quit when they get fed up or receive a better offer; in addition, the laws that military personnel obey are different from those that
apply to civilians. But despite all this, there are similarities between the Army and a large company. For one thing, it is a hierarchy, with higher ranking personnel in charge
of lower ranks just as managers and vice-presidents are in charge of employees; for another, it has to operate efficiently, even though it is not a profit-making organization. Recognizing this,
the Army has in fact turned to the civilian sector to improve its performance overall and adopted a system known as "Total Quality Management," only modifying it and calling it
"Total Army Quality (TAQ)" (Leadership for Total Army quality). Communication of the goals of TAQ is decentralized; because of the huge variety of commands and tasks within the Army, there
is no "one size fits all" way to implement TAQ (Leadership for total Army quality). As the process begins, leaders learn what TAQ is, its importance and how it works;
