No Child Left Behind policy (Alter, 2005). The result was a sort of "pay to praise" situation and although President Bush said that he wants the departments to stop paying
columnists, the administration did pay about $250 million in taxpayer dollars to private public-relations firms (2005). President Bush did use strong language to condemn the paying of Armstrong Williams. A
student writes that the "accountability office in Congress issued a statement that the administration violated the federal law for covert propaganda by distributing these "fake" news segments." The questions posed
by a student are: Why did the administration believe they could do this without repercussion? Why do these segments and payments create such an issue? First, the administration
was likely only aware peripherally that there was anything done wrong, if at all. Public relations and advertising is par for the course in campaigning. No one really believes that
anyone is being genuine and the public has to dig through the facade to find out what is at the crux of each of the candidates demeanor. In fact, the
fictitious West Wing now has a new candidate Matt Santos played by Jimmy Smits. The candidate refused to go along with typical campaign strategy and went to air live and
just told the people how he felt. He vowed that anything to come from the campaign would come from his mouth. The reality is that to date, no politician
has been so bold. Campaigning and image-making and so forth goes on well into the second term of a presidency. Even President Clinton continues to build his image as he
