Some people are adamant about the fact that all "foreigners" should learn English and that the U.S. schools should not enable them by speaking to them in their native tongues.
The issue is more than philosophic as it does take money to administer bilingual programs. At the same time, from an educators perspective, the best way to teach a child--in
English or another language--should be the way in which a particular child is taught. Yet, one question looms large. Is bilingual education the best way to educate children? According
to a student, "bilingual education is very effective when schools provide initial literacy instruction in a childs home language as opposed to a language that is foreign to them."
Also observed is the fact that using a childs home language is consistent with building on a childs strengths as it connects them with unfamiliar material to the familiar in
order to maximize learning efficiency. Although some school districts resist the model for variety of reasons, it is also true that schools in the United States do provide both ESL
and bilingual programs (Swetnam, 2003). This is not true all over the world and so, to some extent, language is something that is embraced by American schools to varying degrees.
Still, the subject usually attracts heated debates. Bilingual education is thought to be the best way to teach the subject of English when the language is a second for
the student (Hill, 1998). That said, there has been a backlash against the method (1998). On the other hand, there are some who feel that bilingual children should not
