The American Red Cross is the oldest and one of the most well-known service organizations in the world. It is governed by a Board of Governors and operates under a legal Congressional charter. The Board conducts a self-assessment and a peer-assessment each year. The CEO manages the senior executive team. Among other things, the CEO is responsible to establishing an ethical corporate culture that demonstrates integrity. The CEOs performance is evaluated by the Chairman and the Compensation and Management Development Committee. The Red Cross had an excellent reputation for many years but that began to tumble In 2001. The organization collected hundreds of millions of dollars following the September 11, 2001 attacks on America but all of that money did not go to help survivors and victims. At least half went to other Red Cross projects (Block, 2007; Allen, 2005). It happened again with Hurricane Katrina. At that time, the Red Cross was accused of misappropriating supplies and money. A total of $3.6 billion was collected in donations for Katrina relief and 60 percent of that went to the Red Cross (Strom, 2006). Volunteers reported "the disappearance of rented cars, generators, and some 3,000 of 9,000 air mattresses donated by a private company" (Strom, 2006). They also reported manipulation of databases on computers (Strom, 2006). The Red Cross was accused of failing to help rural and minority communities who had been affected by the hurricane (Block, 2007).
