The American labor movement has experienced many changes since its earliest history. Some contend that the movement is at its weakest moment since the 1920s,
that unions may in fact become a chapter of our history rather than our future. The labor unions, however, are not content to watch the unions disintegrate before their
eyes. Andy Stern, president of the Service Employees International Union (SEIU), for example has made numerous suggestions in the last year to reconfigure the unions so that they are
more reflective of our current labor environment and employee needs. He charges that the efforts that have been launched for almost a decade to rejuvenate the unions are unfortunately
grounded in the antiquated structure of the AFL-CIO, a structure that is no longer successful in addressing worker needs (Bernstein, 2004). Consequently, these efforts have not only failed but:
"Labor remains in a death spiral, and its house needs a top-to-bottom overhaul if its ever
going to revive. The AFL-CIO...divides workers strength (Bernstein, 2004). Stern advocates that the 1.6
million member SEIU move away from the AFL-CIO and form their own federation. The only other option that Stern and other critics of the AFL-CIO see is dramatically reforming
the AFL-CIO. Stern and the presidents of four other unions merged into the New Unit Partnership (NUP) in 2003 as a first step in the long battle the see
