by the President and Congress and charged with investigating the "facts and circumstances" associated with the attacks of September 11, 2001 (Johnson, 2005, p. 58). This task specifically charged the
commission with examination of any and all "intelligence, law enforcement, diplomatic and immigration failures" (Johnson, 2005, p. 58). Examination of chapter 2 and 3 of the 9/11 Commissions Final Report
indicates numerous areas in which the federal government failed to respond to the threat of evolving terrorism in an adequate manner, which means that the public safety of the American
people was vulnerable and exposed. The Report offers a comprehensive summary of the history of Islamic extremist terrorism, which provides the background in which the events of 9/11 can
be understood. For example, it indicates that, in 1998, Saudi exile Usama Bin Ladin, along with "fugitive Egyptian physician, Ayman al Zawahiri, issued a "fatwa" calling on Muslims to "murder
any American, anywhere on earth" as their "individual duty" ("Chapter 2," 2010, p. 47). Chapter 2 goes on after describing Bin Ladens declaration of war against the US to indicate
his appeals to the Islamic world and to offer a history of both Bin Ladin and al Qaeda between the years 1988 and 1992. This description shows how terrorism evolved
