the unpopular incumbent, an equally unpopular Republican is challenging the position. Will the balance of power shift to the Republicans or Democrats in this election? Of course, the party of the candidate for governor is not as important as the party of senators who are running around the nation in respect to the impact on the balance of power. Still, who is elected governor of the state of California will have an impact on the people and on the party that the winner represents. The two candidates each have particular attributes, and do have good educations, and are very bright. Yet, each candidate comes with his own baggage. Davis is thought not to be doing a great job and Simon is perceived as an outsider. At the same time, politicians are sometimes excused in times of economic hardship so Gray may get a pass. Also, outsiders are sometimes perceived as refreshing. Yet, the ultimate decision will rest on the heads of the voters and polls to some extent can predict the outcome of an election. As of October 28, 2002, it is reported that Governor Gray Davis has a 7%-to-10% lead in the polls (Steptoe 44). Davis had gotten credit for reforms in education, but he is largely blamed for the states $24 billion deficit, as well as for the energy crisis that surfaced in 2001 (44). It is also alleged that he had taken contributions from political appointees, something that is frowned upon (44).
