refugees following the War. The purpose was to clarify the legal status of refugees. They adopted the United Nations Convention relating to the Status of Refugees on July 28, 1951
(UNHCR, 2007; ECRE, 2000). It was put into force on April 22, 1954 after the deposit of the sixth instrument of ratification, i.e., the UN was waiting for the states
to ratify the contents. Prior to that time there a number of separate instruments that addressed refuges. This Convention consolidated, clarified and codified the rights of refugees all in
one document at the international level (UNHCR, 2007; ECRE, 2000). This Convention mandates standards for treatment of refugees and is to be "applied without discrimination as to race, religion or
country of origin" (UNHCR, 2007, p. 5; Newland, 2004). It also provides documentation requirements, including a special passport. It prevents States from expelling refugees against their will to a country
where he or she fears for their lives (UNHCR, 2007). National governments usually guarantee human rights and safety to its citizens but when it doesnt citizens become fearful they will
be persecuted or worse. When people become refugees, there is no guarantee of safety for them (UNHCR Media Relations, 2007). The UN and international community recognized a need to protect
people who were refugees and/or who were seeking asylum to leave an environment of persecution. On the other hand, refugees are mandated to follow the laws of the state that
has granted them asylum or refugee status (Grahl-Madsen, 1997). The United Nations initiated these regulations to protect the refugee and also to protect the country accepting them (UNHCR Media Relations,
