Texas. In a general welcome letter, the Chair of this Board, Judith Powell, wrote that the mission of the Board is to promote and protect public health and welfare. They also have a mission for professional counselors which is to offer licensure service (Powell, 2010). This Board was authorized by the Texas Occupation Code, Title 3. Health Professions, Subtitle 1, Regulation of Psychology and Counseling, Chapter 503, Licensed Professional Counselors, Subchapter A, General Provisions, Section 503.001. The short chapter is cited as Licensed Professional Counselor Act. Acts 1999, 76th Leg., ch. 388, Sec. 1, eff. Sept. 1, 1999 (Texas State Board of Examiners of Professional Counselors, 2010). The Board is comprised of nine members selected by the governor. It holds at least two meetings each years. Meetings are announced in the local papers and visitors are welcome. The executive director of the board is an employee of the department and is appointed by the Commissioner of the Department of State Health Services. The executive director prepares and distributes the agenda. The chair presides at all meeting when she is in attendance. When not present, the vice-chair presides. The Chair is authorized to make day-to-day decisions to make the board more effective. Committees are formed to conduct business related to the board. The chair establishes the committees that are comprised of board members. committees must be comprised of at least one board member and one public member unless the board authorizes a different configuration.
