assessment of specific variables. The phenomenon that is being singled out for examination, then, in this study can be the increase in student health problems, including STDs, teen pregnancy,
drug use, obesity and suicide. Assessments of the variable of the inadequate distribution of funding (or poor use of that funding) can also be used in order to determine
whether the problems in each district relate to the distribution of funding or the specific use of that funding. The student, then, will present two distinct classes of
events that will be studied and connections will be made relative to the study outcomes. These two classes of events include the distribution of funding and the problematic health
outcomes for students. This means that this study would be defined by an assessment of observable variations in the dependent variables (health conditions outlined above). The study
is based on the belief that appropriate use of educational funding for health promotion programs will improve the conditions for students. Understanding the relationship between social behaviors and self-injurious
or risk-taking behaviors also comes as a direct extension of this type of assessment, and links between behaviors and certain social outcomes is important to understanding the impact of interventions.
One of the major problems noted by a number of theorists is that the externalization of behavioral problems, including aggression, risk-taking and attention problems, are often a predictor of
many negative social outcomes, but that the internationalization of these behavioral problems also defines problematic emotional and developmental issues as well (Gagnon et al, 1997). At the same time,
correlates have also been made between the externalization of negative behaviors during childhood (including marijuana use) and the externalization of problematic behaviors in adulthood (Gagnon et al, 1997). As
