In most cases these three phase will occur in a linear fashion, but the model can also be followed in a more interactive way, in which the developers return to
previous steps as they discover something new or realize a problem with the present form of a specific test. The design phase consists of describing the purpose of the test,
determining its target language use (TLU) domain and the various task types that will be involved, as well as consideration of the characteristics of the test takers. Bachman and Palmer
defined a TLU domain as a "set of specific language use tasks that the test taker is likely to encounter outside of the test itself, and to which we want
our inferences about language ability to extrapolate" (Bachman and Palmer, 2004, p.44). A hypothetical situation in which a test of English as a Second Language Learners (ESLs) would be
necessary would be to accurately place students for English instruction within environments that reflected their current knowledge of English. The purpose of the text would, therefore, be for placement
purposes, the characteristics of the test takers might be quite mixed or according to a specific age group, depending on the situation. In this case, the TLU domain would encompass
consideration for the tasks inherent in formal schooling situations. In the design phase, the test developer gathers the information that will be used as the foundational data and theory
required for test development (McKay, 2006). In general, the test developer is guided by the testing purpose in establishing the parameters for the test and this may involve communication with
the teachers, schools, or educational system requesting the test, if the test is to be used by a broader population than the test developers personal use (McKay, 2006). The types
