Tertiary Prevention Recent research suggests that one of the central problems with domestic violence is that women frequent return to their abusers, and their decision to return to abusive homes results in a continued cycle of abuse (Graffunder et al., 2004). Domestic violence has been viewed as a public health priority and community-based tertiary prevention programs have been created because of the high prevalence of domestic violence, the substantial cost to society, and the need to address recidivism, both in relation to the actions of perpetrators and in regards to womens return to violent homes (Chamberlain & Rivers-Cochran, 2010). The development of programming to address repeated domestic violence from a community perspective requires an effective response to the issue linked to tertiary prevention. Because primary prevention programs lack ineffectiveness, tertiary prevention programs that provide interventions after initial injury from family violence has occurred relate the importance of a community base and social support mechanisms for reducing recidivism by perpetrators. Subsequently, tertiary prevention programs can address both perpetrator programming and programming for the victims of domestic violence, in order to ensure that violence does not continue. Chamberlain & Rivers-Cochran (2010) maintained that tertiary prevention is utilized after adverse events have occurred and the interventions focus on methods to "restore health, wellness and/or safety."
